DocuSign Envelope ID: FE562994- 247A- 4BEF- A63A- 074755E44AEB <br />Change Order Proposal for Waste Disposal Area Delineation <br />Hillsborough Dump (ID No. NONCDO000483) <br />I Task Order 483DP -2A <br />S &ME Project No. 4305 -17= -061, C© -2 <br />r Scope of Services — Task 483DP -2A — Remedial Investigation -- Waste <br />Delineation Activities <br />S &ME proposes the following Scope of Services for the Remedial Investigation — Waste Disposal Area Delineation <br />activities (483DP -2A) at the Hillsborough Dump site. These services will be performed in general accordance with <br />NCDEQ Inactive Hazardous Sites Program guidance documents: Guidelines for Addressing Pre - Regulatory Landfills <br />and Dumps, dated November 2015, Guidelines for Assessment and Cleanup, dated October 2015, arid S &ME's <br />approved Standard Operating Procedures and Quality Assurance (SOP /QA) Manual (July 2070), previously <br />approved by NCDEQ. <br />Subtask A Waste Disposal Area Delineation <br />As discussed in email correspondence dated June 16, 2018 between S&ME, the County, and the Unit, S&ME <br />proposes to advance approximately 54 waste delineation borings, at 18 locations, during an estimated four -day <br />field event by the methods described in Task Order 483DP -2 dated April 12, 2018. The approximate locations of <br />proposed drilling areas are shown on the attached Figure 1, and assumes three borings at each location. <br />Depending on the absences or presence of buried waste, additional off -set borings may be performed to <br />delineate the horizontal limits of buried waste. Results of the 483DP -2A delineation phase activities will be <br />incorporated in the Task Order 483DP -3 report (previously authorized). <br />To prepare this task order, S&ME solicited cost quotations for drilling services from S &ME, Inc. and Geologic <br />Exploration. S &ME provided the lower cast for the drilling services. S &ME will perform the drilling scope of <br />services, and S &ME's quote was used to prepare the cost estimate for this work plan. <br />Subtask B Project Management, Coordination & Support <br />Project Management, Coordination and Support services include: <br />Id Preparing this proposal and work plan: <br />Solicited quotes and competitive bids from drilling companies. <br />Developed drawings to present the proposed boring locations. <br />6 Discussed the scope of work with the Orange County. <br />Developed cost estimate spreadsheets. <br />43 Prepared field services schedule and task descriptions. - <br />0 Providing project management and technical support to the field team. <br />Providing project management and communication with NCDEQ and Orange County. <br />July 25, 2018 <br />
