(S&ME), appreciates the opportunity to provide this Change Order Proposal to conduct additional <br />Remedial Investigation activities at the Hillsborough Dump site in Hillsborough, North Carolina. This work plan <br />presents our understanding of the project, a proposed scope of services, an estimated project budget and <br />schedule, These services will be performed according to the terms of the Consulting Services Agreement, dated <br />August 1, 2017, between the Orange County and S &M E. We understand Orange County will issue a Purchase <br />Order as acceptance of this proposed work plan and cost estimate. <br />> Project Information <br />S &ME recently completed the NCDEQ, Pre - Regulatory Landfill Program Task Order 483DP -2 Delineation Phase <br />activities at the Hillsborough Dump for Orange County (hereafter "the County'). Findings are being summarized <br />in Remedial Investigation Report - Waste Boundary Delineation - Hillsborough Dump Pre - Regulatory Landfill (Task <br />Order483DP -3), currently in preparation. <br />The purpose of this task order is to further delineate buried waste and fill materials at selected locations based on <br />review of the Task Order 483DP -2 field results, historical photos and on -site observations. Tom Davis of Orange <br />County requested S &ME provide a work plan and cost estimate to perform the additional services. This work plan <br />and cost estimate should be considered a continuation of the Task Order 483DP -2 Delineation Phase activities. <br />Information provided in the NCDEQ's Guidelines for Addressing Pre - Regulatory Landfills and Dumps, dated <br />November 2015, form the basis of this work plan and cost estimate.
