<br /> Comprehensive Review of <br /> S olid W aste Collection and Disposal Options <br /> <br /> <br />v2.1 36 10/22/12 <br /> The Town will have to market and transport the collected recyclable materials, <br />including logistics challenges and inventory controls. <br /> The Town will incur additional equipment maintenance and usage costs to operate <br />other vehicles and materials processing equipment. <br /> Because the Town represents a significant portion of the current County recycling <br />program, the County would need to completely restructure its program to continue to <br />provide recycling services to the Towns of Carrboro and Hillsborough and the <br />unincorporated areas of the County. <br /> The established regional public education and outreach program would no longer be <br />centralized and the Town would incur additional program costs to establish its own <br />public education program for recycling. <br /> Recycling participation, material volume, and quality could decline if a Town- <br />operated program differed from other regional recycling programs provided by the <br />County due to confusion of what can be recycled and where it can be recycled. <br />3.2 FINANCIAL ANALYSIS O F TOWN -OPERATED <br />RECYCLING OPTION <br />With this financial analysis of a Town-operated recycling program, SCS thought is prudent to <br />evaluate a phased approach to estimating the value of the recycling service Orange County <br />currently provides to Town residents. While our analysis of comparative recycling services <br />recognizes that the Orange County recycling program provides many levels of service to Town <br />residents to include: <br /> Curbside residential collections, <br /> Multi-family unit collections; <br /> Commercial sector service; <br /> Convenience centers and drop-off locations; <br /> Household hazardous waste and electronics recycling; <br /> Automotive waste recycling (i.e., used oil, filters, etc.); and, <br /> Educational and public outreach programs. <br /> <br />This analysis begins by first analyzing the cost to the Town of providing the core services of <br />curbside residential recycling for the estimated 11,500 households in the Town. This phased <br />analysis assumes that if these core services, implemented through a Town-operated program, are <br />economically viable, additional layers of service, comparable to the current Orange County <br />service, may be evaluated.
