<br /> Comprehensive Review of <br /> S olid W aste Collection and Disposal Options <br /> <br /> <br />v2.1 35 10/22/12 <br /> Contract oversight is needed to ensure that the Town is receiving the expected level <br />of service for the appropriate contract costs. SCS notes that under this scenario the <br />Town may potentially incur incremental salary costs in the form of existing <br />management staff providing contract management of the third-party recycling <br />collections program. <br />3.1.3 Option #3: Town -Operated Recycling Programs <br />Under this scenario, the Town would operate its own recycling program to collect, manage, and <br />market collected recyclables from single-family homes and duplexes using Town resources. <br />This would require significant capital investment by the Town for vehicles and equipment to <br />collect materials, a facility to repackage material into larger vehicles for transport to market, and <br />hiring of staff to support its program. <br />Additionally, this option may include the Town taking over recycling services provided by the <br />County to the Town’s multi-family homes, businesses and recycling drop-off sites. <br />3.1.3.1 Advantages <br /> The Town would retain the maximum level of control if it operated its own curbside <br />and drop-off collection programs. It would control the level of service (which homes <br />or businesses get service and when they get it). <br /> Implementing a Town-operated program presents opportunities for expansion into <br />other service areas (e.g., organics diversion, collection, and processing; yard waste <br />operations; mulching and composting, etc.), and potentially capitalize on capturing a <br />larger, regional market share if it assumes part or all services currently provided by <br />Orange County. <br /> The Town presently has the personnel and infrastructure in place needed to properly <br />service recycling collection vehicles. <br /> Generally speaking, the collection of residential solid waste is one of the most <br />appreciated and visible services provided by a Town to its residents. The current <br />County recycling service is also very well received and appreciated, and the <br />assumption of this service by the Town should only result in an improved public <br />perception of the worth of overall Town services. <br />3.1.3.2 Disadvantages <br /> Capital outlays for collection vehicles, carts, and drop-off containers will be required. <br /> The Town will incur professional salary expenses to hire and supervise personnel to <br />directly collect recyclables. Additional customer service personnel may also be <br />needed to properly address the incoming calls for missed collections, damaged/stolen <br />carts, and new service. However, there is an existing management structure for waste <br />collection that would only need a slight expansion to also manage a Town-operated <br />recycling program.
