<br /> Comprehensive Review of <br /> S olid W aste Collection and Disposal Options <br /> <br /> <br />v2.1 33 10/22/12 <br /> The County’s fees seem to be reasonably competitive. According to “The <br />Benchmarking of Residential Solid Waste Collection Services: FY 2008 Report” by <br />SWANA, the average monthly fee for curbside recycling services is $6.01 per <br />residential unit. Orange County provides curbside recycling collection services for a <br />monthly fee of $4.33 per single-family household or duplex and $1.58 per multi- <br />family unit. A discussion of Orange County’s Waste Reduction and Recycling (3-R) <br />fee structure is presented in Section 2.4.4 of this report. <br /> The County plans to implement a single-stream recycling program which could <br />provide each single-family household or duplex with a recycling cart without <br />increasing the annual recycling fee. The County will use the savings in curbside <br />collection services to pay for the carts; hence, residents will benefit from increased <br />convenience without incurring additional fees. <br /> In addition to curbside collections, the County operates five solid waste convenience <br />centers that accept recyclables and five 24-hour recycling drop-off sites, making <br />participation convenient for most users. <br /> The County has existing contracts in place with several recycling markets in the area. <br /> Continuing participation with the County program would require no additional capital <br />investment or increase in professional salary expense for the hiring of additional <br />Town employees to staff and manage its own program. <br />3.1.1.2 Disadvantages <br /> The Town does not have direct control over processing and marketing of recyclable <br />materials it generates and accordingly cannot explore revenue sharing arrangements <br />to cover a portion of its recycling operational costs. <br /> The Town cannot explore the potential to combine waste hauling costs with transport <br />costs of hauling recyclable materials to market. <br /> The Town lacks control of the recycling program design and operation. <br />3.1.2 Option #2: Recycling Programs Provided by Contract With <br />a Private Hauler <br />Currently, the County contracts with Waste Industries for the collection of recyclables from <br />single-family homes and duplexes in the Town. County employees collect recyclables from <br />multi-family properties and some businesses in the Town. Option #2 would allow the Town to <br />be the entity to contract directly with a private hauler (e.g., Waste Industries) for the collection of <br />recyclables from single-family homes and duplexes in addition to multi-family properties and <br />businesses. In structuring a contract, the Town would decide which entity, the Town or vendor, <br />would procure, manage, and distribute recycling bins or carts.
