<br /> Comprehensive Review of <br /> S olid W aste Collection and Disposal Options <br /> <br /> <br />v2.1 29 10/22/12 <br />2.4.4 Recycling System Costs <br />The Orange County Solid Waste Management Department is responsible for all public recycling <br />efforts in Orange County, including those that serve the Towns of Chapel Hill, Carrboro, and <br />Hillsborough plus the services for residents of unincorporated Orange County. In FY 2011-12, <br />the annual budget for all recycling services was more than $4 million including support services. <br />The County paid their contractor, Waste Industries, $4.17 per household per month. The annual <br />3-R fee of $52 per urban household per year covered the costs of collection plus the additional <br />costs for program administration, management and replacement bins for the Urban Recycling <br />Collection Program. <br />The 3-R Fee (waste reduction, reuse and recycling fee) provides the vast majority of the funds <br />used by Orange County to pay for the costs of the recycling programs, with the remaining funds <br />coming from revenue from the sales of recyclable materials. <br />The 3-R Fee is a multi-part/tiered fee that is assessed annually and billed on the property tax bill. <br />All improved properties in Orange County are subject to the Basic Fee which pays for recycling <br />services generally available to all. A separate Collection Service Fee is assessed to all multi- <br />family units and households depending on the level of service. Residents in the Town are <br />charged either the Multi-Family Unit Recycling Fee or the Urban Curbside Recycling Fee (for <br />single-family homes and duplexes), as presented below in Exhibit 2-14. <br />Exhibit 2 -14. County Fees for Recycling Applicable to the Town <br />Fee Type Description of Services Fee <br />Basic Services <br />Fee <br />Covers costs of recycling and waste reduction services generally <br />available to all residences and qualifying businesses throughout <br />Orange County including public education, hazardous waste <br />services, electronics recycling, recycling drop-off sites, and <br />administration. <br />$37/unit/year <br />Plus one of the following: <br />Multi-Family Unit <br />Recycling <br />Covers the costs of the multi-family recycling collection program <br />(including related indirect expenses). The multifamily recycling <br />program collects recyclable materials in roll-carts from recycling <br />sites established on the serviced property. <br />$19/unit/year <br />Urban Curbside <br />Recycling <br />Covers the costs of urban curbside recycling program (including <br />related indirect expenses). The urban curbside recycling program <br />collects recyclable materials in blue recycling bins every week <br />from eligible properties within the town limits of Chapel Hill as <br />well as Carrboro and Hillsborough. <br />$52/unit/year <br /> <br />In summary, multi-family units are charged $56 per year ($19 plus $37 or $4.67 per month) for <br />County-provided recycling services and single-family households and duplexes are charged $89 <br />per year ($52 plus $37 or $7.42 per month). <br />2.4.5 Recycling System Revenue <br />Revenue from selling recyclable materials fluctuates according to the quantity of material <br />collected and the market value of the various materials.
