<br /> Comprehensive Review of <br /> S olid W aste Collection and Disposal Options <br /> <br /> <br />v2.1 1 10/22/12 <br />1.0 INTRODUCTION <br />1.1 PROJECT PURPOSE <br />The Town of Chapel Hill (the Town) contracted SCS Engineers, PC (SCS) to provide <br />professional engineering services for this Comprehensive Review of Solid Waste Collection and <br />Disposal Options (the Study). The purpose of the Study is to examine the Town’s current solid <br />waste collections and disposal programs to identify opportunities to enhance these services, <br />improve efficiencies, and evaluate the applicability of innovative technological developments in <br />the solid waste industry, including: recycling, re-use, waste conversion, and waste-to-energy <br />(WTE). The results of this evaluation will be used by Town Council, Solid Waste Services <br />Division (SWSD) staff and other Town staff to guide decision making when considering current <br />and future solid waste management issues. <br />1.2 TOWN GOALS <br />The primary goal of the Study is to complete a comprehensive review of all areas of the Town’s <br />SWSD program to include: <br /> Solid Waste Disposal <br /> <br />- Both Residential and Commercial Municipal Solid Waste (MSW) <br />- White Goods and Bulky Wastes <br />- Yard Waste and Brush <br />- Food Waste, Oils, and Grease <br /> <br /> Solid Waste Collections and Transportation <br /> Recycling and Re-Use <br /> Opportunities for Waste Conversion and/or Waste-to-Energy Technologies <br /> <br />Furthermore, with this study the Town hopes to identify and evaluate opportunities for public- <br />private partnership, where appropriate, to assist in enhancing the solid waste management <br />system. Lastly, when evaluating identified options, the Study considers the Town’s <br />organizational values, and commitment to sustainability, social equity, economic vitality and <br />environmental stewardship. <br />1.3 TOWN GOVERNANCE <br />The Town is governed by a Town Council and Mayor who decide policies, directives, and a <br />budget in the best interest of the Town and its citizens. This elected body consists of eight (8) <br />council members and the Mayor. Council members serve a 4-year term and are elected on a <br />rotating 2 year schedule, designed to facilitate transition and maintain continuity. Similarly the <br />Mayor serves a 2-year term. Elected council members serve the Town in a non-partisan, at-large <br />capacity and do not represent any identified districts.
