<br /> Comprehensive Review of <br /> S olid W aste Collection and Disposal Options <br /> <br />v2.1 ES-8 10/22/12 <br />desired waste flow to provide economies of scale for these technologies. <br />Consequently, we recommend that the Town implement a “wait and see <br />approach” relative to moving forward with any WTE or waste conversion <br />technologies. The Town should continue to pursue potential synergies between <br />innovative technology vendors, local institutions of higher education, and <br />professional associations to attract interest in fostering further feasibility studies <br />and/or development of pilot studies. <br />- Sit/Construct a New Landfill. SCS does not recommend the Town proceed with <br />developing its own landfill, but continue to participate in potential future regional <br />cooperative efforts in this regard for the following reasons: 1) siting, designing, <br />permitting, and constructing a new landfill within the Town limits would be <br />difficult and would require significant capital investment and political <br />determination over a long-period, since implementing such a strategy could take <br />as much as a decade to complete; and, 2) insufficient economies of scale (e.g., <br />dollar per ton costs would be significantly higher than other alternatives for a <br />Town-only landfill). However, SCS concluded that a new regional landfill could <br />be developed and provide disposal capacity at a tip fee similar to what the Town <br />currently is paying Orange County. <br />QUALITATIVE COMPARIS ON OF PROGRAM SCENAR IOS <br />EVALUATED <br />SCS considered both quantitative and qualitative factors in the evaluation of the collection, <br />transfer, processing, and disposal scenarios included in this study. The evaluation took into <br />account the Town’s Comprehensive Plan and goals set forth in the 2020 Vision process with <br />respect to social, fiscal, and environmental impacts, including the following: <br /> Social Impact <br /> <br />- Quality of Service <br />- Convenience to Customers <br />- Roadway Safety <br />- Cleanliness/Odor <br />- Social Justice <br />- Community Pride and Responsibility <br /> Fiscal Impact <br /> <br />- Cost of Service <br />- Cost to Town Government <br />- Cost to Commercial Customer <br />- Cost to Residential Customer <br />- Government Control of Costs <br />- Job Loss/Creation <br />- Municipal Bond/Capital Generation
