<br /> Comprehensive Review of <br /> S olid W aste Collection and Disposal Options <br /> <br />v2.1 A -19 10/22/12 <br />Eliminating the commercial collection program entirely would reduce the Town’s costs by <br />approximately $473,000/ year; however, this likely would be offset by a reduction in tax revenue <br />derived from multi-family units since the once-per-week collection service and benefit <br />(approximately $349,000/year) would no longer be provided. However, even considering this <br />factor, a savings likely could be realized. <br />In summary, SCS recommends the Town continue commercial bulk collections. <br />Commercial -Business Collection Revenue Compared to Costs <br />SCS’s analysis suggests that the Town’s current commercial collection revenues do not offset its <br />costs for the service provided. We estimate the deficit is approximately $145,000 per year (see <br />Exhibit A-2). However, this deficit is based on the allocation methodology described above, <br />which could be changed to allocate more of the base costs for this service to the multi-family <br />collection function; thereby reducing or eliminating this projected deficit. The Town annually <br />evaluates its commercial rates and compares them against private sector rates and makes <br />adjustments accordingly. Overall, providing services to commercial businesses helps offset <br />costs; however, the most significant risk is the percent utilization of the disposal capacity <br />available in the collection containers currently deployed, which if fully utilized could result in a <br />substantial increase in disposal costs. <br />
