<br />11.1.5 Closure and Post -Closure Care Cost Estimates
<br />Closure and post-closure care costs would need to be accrued on an annual basis to fund the
<br />closure and post-closure care requirements. Closure costs include the costs to close the entire
<br />landfill upon achievement of final grades. Typically, landfills are closed on a phased basis, but
<br />for the purpose of this analysis, SCS estimated the total closure costs and amortized these costs
<br />over the 30-year projected life of the landfill. The closure costs were developed based on
<br />estimated costs to construct a composite final cover system (low permeability soil and
