<br />11.1.3 Estimated Landfill Development Costs
<br />SCS prepared conceptual budget cost estimates for the construction and operation for both
<br />landfill scenarios. The construction cost estimates include costs for siting, permitting, design,
<br />land acquisition, cell development, stormwater management, leachate management, landfill gas
<br />management, scalehouse and scales, maintenance facilities, access roads, and ancillary support
<br />facilities. The estimates are based on SCS’s experience working with municipal and private
<br />clients throughout the region, and were prepared to provide an order-of-magnitude estimate of
<br />the critical aspects of landfill construction and operation. The land acquisition cost of $20,000
<br />per acre was assumed based on a cursory review of current rural property listings in the Town.18
