Fluctuation <br />based on tag/sticker sales. <br />Promote a stronger reduction incentive as fees <br />are based on smaller waste increments. <br />Additional labor and management expense <br />to sell tags/stickers. <br />Lower accounting and management cost as no <br />billing system is needed. <br />Customers may perceive tags/stickers as an <br />inconvenience. <br />Lower distribution, storage, and inventory cost. Tags/stickers are subject to weather impacts <br />(e.g., adherence problems). <br />Customers have a choice to tag/sticker their <br />container of choice (i.e., bag or can). <br />With a choice of container size, clear limits <br />and rules for disposal (i.e., size, weight) must <br />be established and enforced. <br />Tags/stickers can be used to accommodate <br />payment for bulky waste, white goods, etc. by <br />attaching bags to the item for collection. <br />Collections are potentially slowed by <br />checking for tags/stickers and managing <br />enforcement. <br /> Tags/stickers are susceptible to vandalism <br />and theft. <br /> Tags/stickers are not as noticeable as other <br />PAYT methods. <br /> <br />8.1.3 Variable C an or S ubscribed C an Programs <br />In this system, households register for a specific size of container or number of containers in <br />which to place their household MSW depending on their estimated waste generation. Typical <br />container sizes are either 64 or 96 gallons. A collection and/or disposal fee is charged <br />commensurate with the container size or the number or containers. Under this scenario, the <br />household gains control in choosing the waste disposal volume (and related cost) that best suits <br />their historical disposal habits.
