<br />7.1.5 Summary of Transfer Station Development, Construction,
<br />and Operations Costs
<br />Exhibit 7-7 presents a summary of the estimated costs to develop, operate, close, and provide for
<br />post-closure care for the Town-only and regional transfer station scenarios. This exhibit
<br />demonstrates the importance of economies of scale in developing and operating a transfer
<br />station. As depicted in the exhibit, operating a Town-only transfer station would be more costly
<br />on a dollar per ton basis than operating a regional transfer station. This is attributed to the
<br />economies of scale achieved by accepting greater waste quantities, while also sharing investment
<br />of capital costs with a neighboring municipality or recovering a portion of the capital costs
<br />through tip fees assessed to the neighboring municipality.

<br />Note that Exhibit 7-5 and Exhibit 7-6 include the amortized costs for equipment as an annual
<br />operating cost (refer to item 3 – Transfer Station Equipment Debt Service); whereas, Exhibit 7-7
<br />itemizes the equipment debt service costs separately. Also, note that the total estimated annual
<br />operating costs and per ton operating costs in Exhibit 7-5 and Exhibit 7-6 are presented in current
<br />dollars whereas the values presented in Exhibit 7-7 are in FY 2014-15 dollars to coincide with
<br />anticipated commencement of transfer station operations.

<br />7.1.6 Identified Target Destination Landfills
<br />SCS reviewed several published resources to develop a list of viable target destination landfills
<br />for the ultimate disposal of waste processed through this new transfer station evaluation
<br />including the “Directory of Non-hazardous Waste Sites-2011” compiled by the Waste Business
<br />Journal and cross-referenced to the listing of solid waste facilities currently permitted by
<br />NCDENR. The Waste Business Journal Directory provided an electronically sortable list of
<br />facilities for North Carolina and surrounding states which included pertinent information such as:
<br /> Facility type (i.e., landfill, transfer station, MRF, etc.);
<br /> Facility address;
<br /> Owner/operator description (i.e., public or private);
<br /> Contact information;
<br /> Facility permit number;
<br /> Daily average throughput (tons per day);
