<br />• Little River Park Donations – As of June 30, 2018, the department had received <br />Little River Park donations of $34,668; these funds have been earmarked as <br />deferred revenue/in-flows, for use in FY 2018-19. <br /> <br />This budget amendment provides for the receipt of these additional funds. (See <br />Attachment 1, column 8) <br /> <br />SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact <br />associated with this item. <br /> <br /> <br />Department on Aging <br /> <br />15. The Department on Aging has received notification of additional Home and Community <br />Care Block Grant (HCCBG) funds of $68,305. These funds will be used in the General <br />Fund to support a .25 FTE increase in an Eldercare Manager position from a .75 FTE to a <br />1.0 FTE to respond to growth in demand for services, as well as continue the funding of a <br />1.0 FTE Occupational Therapist and a .75 FTE Human Services Coordinator, both <br />previously funded by three-year OC CARES Alzheimer’s Grant, which expired on August <br />31, 2018. These funds are sufficient to cover the position costs through January 31, <br />2019, and the department anticipates receiving additional HCCBG funds this fiscal year <br />to cover the position costs through the remainder of FY 2018-19. The department will <br />include these funds in an upcoming budget amendment once the funds have been <br />received. These HCCBG funds will be included in future department’s annual budgets to <br />continue funding these positions. This budget amendment provides for the receipt of <br />these additional funds, and increases the Eldercare Manager position from a .75 FTE to a <br />1.0 FTE, and moves the 1.0 FTE Occupational Therapist and .75 FTE Human Services <br />Coordinator positions from the expired grant to the department’s General Fund budget. <br />(See Attachment 1, column 9) <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br />applicable to this item: <br />• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs and funding <br />necessary for residents to provide shelter, food, clothing and medical care for <br />themselves and their dependents. <br />• GOAL: CREATE A SAFE COMMUNITY <br />The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br />gang activity, substance abuse and domestic violence. <br /> <br /> <br />Library Services <br /> <br />16. After the County’s FY 2018-19 Budget was approved, Orange County Library Services <br />received official notification of an increase of $7,151 funds in FY 2018-19 from the <br />Orange County Partnership for Young Children related to the Library’s Time To Read <br />program, and has received notification of an additional $184 from the Friends of the <br />Orange County Library. However staff also received notification that the Library will not <br />receive anticipated Library Services and Technology Act (LSTA) State Library Grant <br />funds of $32,760.
