45 <br /> <br />The Board approved a request from the Alcoholic Beverage Control (ABC) Board to <br />exceed the statutory salary limitation imposed on ABC Board General Managers by up <br />to four percent (4%). <br />s. Computer Surplus Declaration and Donation to Chapel Hill-Carrboro City Schools <br />The Board approved and authorized the Chair to sign a resolution upon County Attorney <br />review declaring items listed below as surplus and authorizing the donation of those <br />items to the Chapel Hill-Carrboro City Schools (CHCCS) Board of Education. <br />t. Approval of Revised FY 2013 and FY 2016 HOME Funds Award and Associated <br />Orange County Capital Investment Fund Grant Award to Community Home Trust <br />and Community Alternatives for Supportive Abodes (CASA) <br />The Board: <br />1) Amended the Board’s June 5, 2018 Award of FY 2013 and FY 2016 funds to <br />Community Home Trust (CHT) by adopting and authorizing the Chair to sign a <br />Resolution approving: <br />• a Revised FY 2013 HOME Funds Award to Community Home Trust <br />(CHT) for homeownership assistance activities; <br />• a Revised FY 2016 HOME Funds Award to Community Alternatives <br />for Supportive Abodes (CASA) and/or Community Housing Trust <br />contingent upon submission of eligible CHDO set-aside projects in an <br />amount not to exceed $46,529.40 collectively or singularly; and <br />• the allocation of Orange County local funds to the Community Home <br />Trust to acquire units and provide homebuyer assistance activities; <br />2) Authorized the County Manager to execute the necessary agreement(s) with <br />Community Home Trust (CHT) and Community Alternatives for Supportive <br />Adobes (CASA) after consultation with the County Attorney. <br /> <br />9. County Manager’s Report <br />Bonnie Hammersley said during public comment at the June 5th meeting, there was a <br />request to create a Mountain to Sea Trail (MTS) advisory group, and after talking with staff, <br />Chair/Vice Chair, and the Parks and Recreation Committee (PARC), it has been determined <br />that this topic will be incorporated under the PARC, as it already contains a MTS item in all of its <br />meeting agendas. She said this seemed better than creating a new committee from scratch. <br />She said she will attend the PARC meeting on August 1, where this will be fleshed out, and <br />more information provided at a BOCC meeting in September. <br />Bonnie Hammersley reminded the BOCC of the Transit Oriented Development (TOD) <br />meeting on June 21st with Durham County, and she said the first item on the agenda will be an <br />update on the Durham Orange Light Rail Project. <br />Commissioner Rich asked if there is someone responsible for creating an agenda, and <br />when it will be available. <br />Bonnie Hammersley said she does not know yet. <br />Chair Dorosin said the Chair/Vice Chair have been trying to schedule a phone call with <br />the Durham County Commissioners Chair/Vice Chair and GoTriangle to create the agenda. He <br />said hopefully this will occur tomorrow. <br />Commissioner McKee said to that the agenda be delivered to the BOCC by tomorrow <br />night. <br /> <br />10. County Attorney’s Report <br />John Roberts referred to the public comments about the Keith Arboretum, and asked if <br />he could be given some clarification on what the BOCC is seeking to have investigated.
