41 <br /> <br /> <br />Please be kind to everyone. <br /> <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Burroughs to <br />approve with changes on salmon sheet. <br /> <br />VOTE: UNANIMOUS <br /> <br />Commissioner Rich expressed her thanks to those who worked on this item. <br /> <br />8-g: Approval of North Carolina Department of Transportation (NCDOT) Right-of-Way <br />Encroachment Agreement for Bicycle Safety Road Signs <br /> The Board considered voting to approve a North Carolina Department of <br />Transportation (NCDOT) Right-of-Way Encroachment Agreement for Non-Utility Encroachments <br />on Primary and Secondary Highways between Orange County and NCDOT for fifteen (15) <br />bicycle safety signs and authorize the Chair to sign. <br /> <br />Commissioner Jacobs asked if there were criteria for choosing these roads, since there <br />are no roads in Cedar Grove Township, and Efland-Cedar Grove Road is a road that people use <br />for recreational purposes, and the same for Orange Grove Road. <br />Bonnie Hammersley said no one is here to answer these questions, but this did go <br />through, and was approved by, the OUTBoard. She said this item can be pulled to allow staff to <br />get more information. <br />Commissioner Jacobs said he does not want to delay it until September, and suggested <br />tentatively approving these two, pending the review of the criteria. <br />Bonnie Hammersley said this information can go out the BOCC tomorrow. <br />Commissioner Marcoplos said he specifically wanted to know about Orange Grove <br />Road, as it is greatly used by cyclists. <br /> <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Price to <br />approve this item, with tentative inclusion of those two roads, subject to review from the <br />OUTBoard or staff of the criteria. <br /> <br />VOTE: UNANIMOUS <br /> <br />8-l: Approval of Food and Organic Waste Collection and Composting Contract <br />The Board considered voting to establish a contract with Judy D. Brooks Contractor, Inc. <br />that enables the County Solid Waste Management Department to provide collection, hauling <br />and processing for separated food waste and other organic materials to commercial and <br />institutional establishments throughout Orange County and authorize the Manager to sign. <br /> <br />Commissioner Jacobs said the SWAG group discussed at their last meeting about <br />accelerating the County’s approach to gathering food waste, and would begin looking more <br />aggressively at goals in September while updating the County’s solid waste plan. He said Ms. <br />Brooks does a very good job, but if the County is going to do something more aggressive then <br />what is being done now, then he wants to make sure there is still the opportunity to do so. He <br />said Robert Williams, Solid Waste Management Director, assured him there is the flexibility in <br />the contract to do both, and he wanted to the BOCC to hear and understand this.
