37 <br /> <br /> <br />FINANCIAL IMPACT: The total cost for the design and engineering work for this project is <br />$383,688. Per the proposed County-Town Memorandum of Understanding, the Town of <br />Hillsborough will cover fifty percent (50%) of the cost ($191,844). Funding for Fiber Network <br />Build Phase 1 currently exists in the FY2017-18 budget. It is worth noting that this contract will <br />produce a set of specifications and documents to allow for the bidding out of the actual <br />construction of a fiber network. While construction management is included in the attached <br />contract, construction costs are not, i.e., hiring a fiber construction contractor and running the <br />fiber itself is not. The total FY 2017-18 allocation for this project is $1,160,000. <br />Orange County will be the primary administrator for the agreement with the Town of <br />Hillsborough reimbursing Orange County as described in the attached Memorandum of <br />Understanding. <br /> <br />This is the first of a planned three-phase project. As each of the three phases is completed, <br />Orange County staff will pursue leasing excess fiber capacity to help offset ongoing <br />maintenance costs. <br /> <br />Chair Dorosin asked if there is a status report on Hillsborough’s consideration of this. <br />Jim Northup said Hillsborough gave the MOU back with questions, but the general <br />consensus is that this will be a 50-50 split, which seems fair. He said exact numbers need to be <br />worked out. He said the main cost share is for the consolidated/overlap section, whereas <br />Hillsborough will pay for the 7 miles in Hillsborough, and the County will pay for the 7 miles in <br />the County. He said Hillsborough intends to be a fair partner. <br /> <br />A motion was made by Commissioner McKee, seconded by Commissioner Marcoplos <br />for the Board to: <br />1) Review the attached draft Memorandum of Understanding (MOU) with the Town of <br />Hillsborough regarding the Hillsborough Fiber Optic Network project, which includes <br />payment arrangements, roles and responsibilities for Orange County and the Town of <br />Hillsborough; <br />2) Approve and authorize the Manager to sign the MOU based upon final review by staff <br />and the County Attorney; <br />3) Review the attached contract for the design, engineering and construction <br />management for an Orange County -Town of Hillsborough Fiber Project Design and <br />Engineering contract with Columbia Telecommunications Company (CTC); and <br />4) Contingent upon final approval and signature of the MOU with the Town of <br />Hillsborough, approve and authorize the Manager to sign the contract with CTC <br />based upon final review and approval by staff and the County Attorney in the amount <br />of $383,688 for the Orange County-Town of Hillsborough Fiber Optic Network project. <br /> <br />VOTE: UNANIMOUS <br /> <br />f.
