He said the per-
pupil rate is $4,165, and when the Chapel Hill district tax is added in, the rate increases to
$6,085 for CHCCS. He said these dollars make a real difference in the education of each
student, and the Board is responsible for every student in the entire County. He said he is not
advocating cutting educational funding, but he has concerns about having two school districts
that are separate and unequal.
Commissioner Jacobs said he agreed, but with the purposely-vindictive General
Assembly and its attitude towards Orange County, he feels it is risky to have this discussion
now. He would not want the County to suffer backlash, and risk losing what little it has. He said
the district tax has been a source of discussion for decades, and it keeps going up. He said the
desire for equality is a noble aspiration, and worthy of ongoing discussion.
Commissioner Price agreed.
Commissioner McKee said the public spoke loudly with its vote on a merger in years
past. He said the Board could scale the district tax back slowly, while raising the taxes on the
County.
Commissioner Jacobs said nobody ever voted on the merger, but did vote on the district
tax for the OCS, which was resoundingly defeated, with the school board leading the charge
against the tax.

VOTE: UNANIMOUS

5. Break (to allow Finance and Administrative Services to formulate Draft Resolution of
Intent to Adopt FY2018-19 Operating Budget).

The meeting took a break at 8:46 p.m.
