Justice Advisory Council Meeting Minutes <br />Meeting: 6/2/17 Hillsborough <br />Prepared by: Lashieka Hardin, CJRD Law Student Intern <br />I. Welcome, Introductions and Brief Updates (Barry Jacobs) <br />a. Detention Center Site (Travis Myren) <br />i. Lease for jail site (not fruitful); now studying different locations. Thinking about <br />the parking lot of the Sheriff’s department. <br />1. There are technical difficulties to the parking lot at the Sheriff’s <br />department but they have an architect who is studying this matter. <br />2. No estimates at the moment; <br />b. Retirement of Public Defender of Public Defender James E. Williams (Cait Fenhagen) <br />i. First female Public Defender in 15B – Susan Seahorn <br />c. OCSO COORE (Chief Jamison Sykes) <br />i. The Sheriff’s vision is to have a more coordinated response to when overdose <br />incidents happen in the community <br />1. Three Step Process: <br />a. Investigatory Route: Tracking where users are getting supply <br />from and partner with other law enforcement agencies <br />b. Route to Treatment: Referrals and Services <br />c. Amnesty Route: People can come in without fear of <br />prosecution: people can come in and drop off their drugs or <br />simply report to seek help and they will be referred to Allison <br />Zirkel, LCSW, LCAS, in the CJRD. <br />d. Jail Peer Support Proposal (Troy Manns) <br />i. Freedom House Counselor and Peer Support Coordinator- Troy <br />1. Working with Steve and Julie Bailey of Josh’s Hope. <br />2. Working on a way to go inside the jails; looking to start as soon as <br />possible. By July, plans to go in. <br />3. Allison will work with the jails to identify people who will be appropriate <br />for the peer support. She will then send that to Troy. Troy will work with <br />the sentenced or pretrial inmates for about 60 days. Those individuals <br />will be housed together and Troy will work with them twice a week for <br />two hours. They will also be connected to the Program Josh’s Hope and <br />other resources in the community that could help them. Josh’s Hope <br />has donated additional funding. <br />e. Reentry Sub-Committee (Cait Fenhagen) <br /> <br />II. Implementing a Reentry Council (Vincent Gaddy, Reentry Programs Manager, NCDPS) <br />a. Twenty-four-year employee with Department of Safety <br />b. NCDPS Reentry Vision <br />i. Getting Ready (Institutional Phase) <br />1. Partners with the DMV <br />a. DMV provides ID’s and driver’s license
