November: 1 distinct juveniles, 3 complaints, 1 approved for court, 0 put on a plan or contract, 1
school related offenses, 1 juveniles in detention for 1 day, 1 juvenile placed at Wrenn House for
3 days, and 1 juvenile on electronic monitoring for 29 days.
This FY has had 14 juveniles at intake compared to this time last year where they had 38.
Juvenile crime is down across the state, but there hasn’t been as much of a reduction in
Alamance and Chatham counties. Tina reported that within the school system, the number of
offenses is down and when they do receive a report they try to go to Teen Court and MDP as a
first option. Sherita reports that suspensions are down within Orange County Schools and they
are making a concerted effort to look at discipline within OCS and are using many programs,
Restorative Justice being one, to try to prevent detention.

JCPC Business
Program Monitoring – Committee members will stay for training immediately after this meeting.
Programs can expect to be monitored during January.

Risk & Needs Committee – Committee is scheduled to meet on Friday, January 20 @ 10:00 in
Hillsborough. The committee is open to anyone who wants to be a part of it but is driven by the
JCPC Board members. We look at the DJJ data and use it to set the RFP for the upcoming FY.

Conflict of Interest Form – For any board members who haven’t already completed and signed
one, please make sure to do that before the end of the meeting.

Consultant Update
Denise will get the information out about the Program Enhancement Plan to each provider. The
Sheriff’s Association is now endorsing raising the juvenile age which is huge and will help move
the effort forward.

Announcements
There is a Ribbon Cutting at 3:00 today at University Place for Hidden in Plain Sight. This is a
collaborative effort that is putting on an interactive display for people go through and try to find
any number of hidden in plain sight items that indicate substance abuse or at-risk behavior.

Volunteers for Youth is launching an exciting fundraising challenge in the month of December
and Susan will send a link out to everyone.

Freedom House is still recruiting for Child Therapist and Intensive In-Home Team Lead. Trying
to get together enough kids for substance abuse intensive outpatient program and are looking for
referrals to be able to get that started.

Dispute Settlement Center just received a grant to hold restorative justice conferencing circles
between law enforcement and minority youth in Chapel Hill and Carrboro. These circles will
have members of law enforcement, a civic leader (maybe a County Commissioner), and 8 to 10
minority youth. They will sit in a circle, have a meal together, have an activity together, and
talk. These will be a series and they are hoping to finish them by next summer.
