working on a staff manual that will coordinate with policy and procedures manual. Staff <br />retention was identified as an area for improvement and the agency has been able to increase <br />salary in an effort to attract and retain better qualified staff. <br />Young Warriors – Served 8 out of projected 18 kids with 5 being DJJ referred youth. On PEP, <br />they identified addressing areas of staff training, program evaluation, and staff evaluation. <br />Program was incorrectly categorized which resulted in lower SPEP score. The new (and correct) <br />categorization will result in an increase in the score. Program is willing to accept higher risk <br />youth, but have yet to receive those referrals. <br />DJJ Data – December: 4 distinct juveniles, 6 complaints, 2 approved for court, 3 put on plan or <br />contract, 0 school related offenses, 1 juveniles in detention for 20 days, 1 juvenile placed at <br />Wrenn House for 20 days, 1 juvenile committed to YDC and 2 juveniles on electronic <br />monitoring for 11 days (combined). <br />January: 12 distinct juveniles, 41 complaints, 6 approved for court, 6 put on a plan or contract, 3 <br />school related offenses, 1 juveniles in detention for 4 days, 1 juvenile placed at Wrenn House for <br />8 days, and 1 juvenile on electronic monitoring for 31 days. <br /> <br />JCPC Business <br />Monitoring Committee Update – All program monitorings were completed in January and <br />reports are being finalized. Copies of completed reports will be sent out to the programs within <br />the next week or two and will be forwarded to the state. <br /> <br />Risk & Needs Committee Update – Met a couple weeks ago to review the data from the state for <br />FY 15-16 and compared to the previous year. There was not much of change in risk and needs <br />of our youth, but data did reflect a rise in substance use/abuse and mental health needs. When <br />drafting the RFP, we were cognizant of the need for services for LEP individuals. <br /> <br />Continuum of Services Update – All the programs listed in the color blocks are available services <br />in Orange County, some JCPC funded, some with DPS contacts. A question was asked about <br />why substance abuse and mental health services are classified as “available but difficult to <br />access”. This classification is due to individuals being able to pay for/qualify for or even having <br />transportation to get to the service. <br /> <br />RFP Review/Vote – The RFP was drafted by Risk & Needs Committee based upon their findings <br />when reviewing the data. It identifies and prioritizes the services that are needed within our <br />community for the youth. The council needs to review and approve the announcement dates and <br />program types that we are seeking applications for. <br />The Council reviewed the RFP. Carol McClelland motioned for the RFP to be approved as <br />written and was seconded by Jeff Nieman. Motion carried unanimously. RFP will be published <br />on February 8 and closes on March 9. <br /> <br />JCPC Draft Brochure Review – Brochure has been drafted to help with publicity efforts. The <br />brochure highlights what the JCPC is and programs that are funded. It can be shared at <br />community events, made available at locations throughout the county, etc. Please let Rebekah <br />know if you identify any areas for changes or updates.
