O..Box 81$1 <br />Hillsborough, NC 27278 <br />Dear Mr. Link: . <br />County Ranger Brad Bowling forwarded to me a proposed "Memorandum of Understanding" <br />that Ora~age County Commissioners had requested that we the Division of Forest Resources, <br />agree too. There were a number of items that we could not comply with, because of <br />Department Regulations and/or lack of resources on our part. However, there are also many <br />things that were listed is the proposed "Memorandum of Understanding' that we would be <br />able to do. <br />The North Carolina Divisions of Forest Resources' Mrssion is "to develop, protect, and. manage <br />the ~ multiple resources of North Carolina's forests through professional stewardship, <br />enharsdng the quality of life for our citizens while ensuring the continuity of these vital <br />resources." . <br />Our organization fulfils this mission by working with individual Landowners. We assist those <br />landowners: <br />1. In the protection, management, and development of their woodland. <br />2. In assisting in the proper harvesting of their woodland. . <br />3. In the protection of the water quaffty of any .water bodies located in ar near their <br />1~~~'• <br />4. Iu the improvemerst or development of their woodland for wildlife, recreation, or <br />other multiple uses. <br />. - - - . , . A Form 4808 is <br />completed upon the completion of our inspections: A courtesy copy will be sent to the <br />County's designated recipient if you wiIl advise us as to whom you would like this to be sent. <br />We will also notify your designated recipient if we are called to a reported logging operation <br />and find that it is a development operation. We consider harvesting activities m be a <br />developmem operation if the timber is bring harvested for the purpo~ of clearing the <br />woodland for a fixture non-woodland purpose. . <br />We are required by Policy, Regulaiioms, and Memorandum of Undnd ~ ro der directly <br />to the appropriate Division (Water Quality, Land Resources, etc.) if we are unable to bring a <br />forestry operation into compliance with FPG. We will send your designated recipient a <br />courtesy copy at that time. <br />We also check other operations, not just harvesting operations, i.e. mechanical site <br />preparation. We don't assign blame to logger, but work with any and all parties as needed to <br />mitigate potential violations, and we refer non-compliant tracts to other agencies, not <br />landowners, loggers, etc. <br />
