December 2000 ~ <br />Division of Forest Resources (DFR) and <br />Orange County <br />Outline of Issues to be discussed prior to 2001- 2002 contract <br />renewal <br />Future Considerations and Cooperation <br />1- The Orange County Planning and Inspections staff shall conduct meetings between <br />Forestry and Orange County staff (Planning and Inspections, Environment Resource <br />Conservation Department, Tax Office) to discuss impacts of various state, federal and <br />local regulations as they become effective. <br />2- The Forest Service and Orange County staff shall relate all Best Management <br />Practices and other pertinent rules to applicant/logger/owner. <br />a. Special attention shall be brought to: <br />• National Pollutant Discharge Elimination Systems Phase II, <br />• Neuse River rules (as they apply to forestry and as they apply to <br />development, or a change of use for logged property within 5 years), and <br />• Soil Erosion and Sedimentation Control Ordinance. <br />3- Open burning permits that maybe administered by Orange County: <br />a. address Cade Orange, Red and Puxple Air Quality Days, <br />b. address open burning that is conducted for development purposes, and <br />c. address the Forest Service Smoke Management Guidelines. <br />4- Any future Orange County Open Burning Ordinance may address the differences <br />between open burning for development by licensed contractor, and harneawner/private <br />property owner yard burning. <br />5- Any future Orange County Notification of Logging Operations regulations may place <br />notification requirements under county jurisdiction for logging operations. <br />6- Cost Share options for logging operations on private property may. include: <br />a. replanting assistance under state and county programs, and <br />b. compensation for request far logging to leave 100' from future r/w line for <br />possible future development. <br />c. identification of natural areas through use of ERCD GIS maps for <br />preservation through purchase of timber rights. <br />7- A Forestry Symposium (CFE) as conducted iri Fa112000 coordinated between the <br />Orange County Environment Resource Conservation Department and the Forest Service. <br />S- Legislative Goals <br />
