<br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br /> <br />ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 4, 2018 <br /> Action Agenda <br /> Item No. 8-n <br /> <br />SUBJECT: Orange County Arts Commission – Proposed Change to the Membership- <br />Reclassifying an At-Large Position on the Arts Commission to a Student Liaison <br />Position <br /> <br />DEPARTMENT: Board of Commissioners <br /> <br /> <br />ATTACHMENT(S): <br /> <br /> <br /> <br /> <br /> <br /> <br />INFORMATION CONTACT: <br />Katie Murray, Arts Commission Director, <br />919-245-2335 <br />Donna Baker, Clerk to the Board, 919- <br />245-2130 <br /> <br /> <br /> <br />PURPOSE: To consider approving a proposed change in the Arts Commission’s membership <br />roster, reclassifying an At Large Position to a Student Liaison position with a one-year term. <br /> <br />BACKGROUND: Katie Murray, Orange County Arts Commission Director, informed the Clerk’s <br />office that the Arts Commission would like to allocate one of its 15 At-Large board positions to a <br />UNC student liaison. The Arts Commission believes a major challenge of the arts community is <br />the gap between the on and off-campus arts communities, and having a student voice would <br />help the Commission bridge that gap. Also, as part of this proposed change, the student liaison <br />would be charged with finding his/her student replacement. The Student Liaison would serve a <br />one year term, and the Arts Commission already has a viable candidate who is available to <br />serve. <br /> <br />To follow the proper protocol, the County Attorney has indicated this change would involve <br />amending the by-laws of the Arts Commission to reflect the proposed new designation. Also, it <br />was concluded that it would be best to identify it as a Student Liaison position. It is also being <br />requested that the BOCC waive the domicile requirement as part of the proposed change. <br /> <br />The current verbiage for membership from the Arts Commission By-Laws as adopted in 2012 is <br />as follows: <br /> <br />SECTION III: MEMBERSHIP <br /> <br />B. Composition <br />1. The Orange County Arts Commission Board is composed of fifteen voting <br />members appointed by the Board of County Commissioners. <br />2. The Orange County Arts Commission Board has no appointed alternate <br />members. <br />1
