ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: December 4, 2000
Action Agenda
Item No.
SUBJECT: Authorization to Award Bids Incidental to the Renovation of 129 East King
Street in Specific Instances
DEPARTMENT: Purchasing and Central PUBLIC HEARING: (Y!N) No
Services
ATTACHMENT(S): INFORMATION CONTACT:
Pam Jones 245-2652
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To consider authorizing the Purchasing Director to award bids for renovation work at 129
East King Street that would be above her approval limit ($20,000) but are necessary for work to continue
between December 4, 2000 and January 19, 2001.
BACKGROUND: The Board is aware that the lease for space currently occupied by the Department of
Purchasing and Central Services in the Sprint Telephone building has expired and cannot be renewed.
In response the Board authorized the purchase of 129 East King Street far ofFces of the Department in
October 2000. Since that time County staff has worked with architect Josh Gurlitz and engineer Jeff
Reilich to establish an acceptable floor plan and approach to the renovation work. The work is nearing
completion and some major system components will be ready to bid and award during the period
between December 4, 2000 and January 19, 2001, during which time the Board does not meet. Two
examples of this work are the HVAC and electrical systems, which must be completed before the
Department can occupy the space. These components will exceed the approval limit for the Purchasing
Director ($20,000). Since Sprint is anxious to gain use of their space as quickly as possible, it is
important that we continue to move forward expedi#iously with the renovation work. It is therefore
requested that the Purchasing Director be authorized to award bids for the various components up to a
total of $75,000 as may be necessary during the referenced time period; and execute the appropriate
paperwork sa that the work might be completed without delay. Bids awarded under this authorization
would fall into the informal bid category and would be solicited and awarded commensurate with State
laws governing such. The Board would be apprised of action taken via correspondence during the
holiday recess period.
FINANCIAL IMPACT: Funding sufficient to cover the authorization represented by this action is
available in the current year CIP.
RECOMMENDATION(S): The Manager recommends that the Board authorize the Purchasing Director
to award bids incidental to the renovation of 129 East King Street during the period December 4, 2000
through January 19, 2001 not to exceed $75,000; and to issue the appropriate paperwork for such action.
