P� <br />March 20, 2018 (Book 116 /Page 97) (Attachment 2). Paper Birch Lane and Greenbrook Lane <br />were designed to public road standards, but have been private roads in the interim, intended to <br />become public roads when conditions met NCDOT maintenance responsibility and ownership <br />criteria. <br />Paper Birch Lane is a collector street with a length of 0.59 mile, providing access for 17 fully <br />developed lots. The road has a varying right -of -way width of 60 -100 feet, and a pavement width <br />of 20 feet. The road terminates in a cul -de -sac. Originally the owner purchased a 100 -foot strip <br />of land to connect the project with Pleasant Green Road, securing additional width to insure that <br />construction would be possible without encroaching on the adjoining property. NCDOT has no <br />objection to accepting the 100 -foot right -of -way as shown on the final plat. <br />Greenbrook Lane has a length of 0.32 mile, providing access for 14 fully developed lots. The <br />road has a right -of -way width of 50 feet, and a pavement width of 20 feet. The road terminates <br />in a cul -de -sac. <br />NCDOT has investigated this request and has submitted a petition to the Board of County <br />Commissioners (BOCC) for its recommendation (Attachment 3). North Carolina General Statute <br />§136 -62 requires that road petitions for additions to the state system be made by the BOCC. <br />Conclusion <br />The above - referenced application meets the criteria endorsed by the BOCC for recommending <br />acceptance of public roads into the State Maintained System for roads approved through the <br />governing jurisdiction's subdivision process ( NCDOT Subdivision Roads Minimum Construction <br />Standards, January 2010, revised May 2016). <br />FINANCIAL IMPACT: There is no direct financial impact to the County associated with this <br />item. NCDOT will incur additional maintenance responsibilities and costs. <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is associated <br />with this item: <br />• GOAL: CREATE A SAFE COMMUNITY <br />The reduction of risks from vehicle /traffic accidents, childhood and senior injuries, gang <br />activity, substance abuse and domestic violence. <br />The addition of County private residential streets to the State Maintained Secondary Road <br />System results in positive outcomes related to the aforementioned goal. <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />1. Forward the Petition for Addition to the State Maintained System to the NCDOT for Paper <br />Birch Lane and Greenbrook Lane in Pleasant Green Woods Subdivision Phases 3 and 4; <br />and <br />2. Recommend the Department of Transportation accept the roads for maintenance as State <br />Secondary Roads. <br />
