She said if <br />a county goes under corrective action then it may receive individualized targets. She said the <br />federal requirements are very tough, and have been so for 15 years. <br />Janet Sparks said child support has had these measures for years, but does not have <br />any input in what makes up the child support services' measures. <br />A motion was made by Commissioner McKee, seconded by Commissioner Jacobs for <br />the Board to authorize the County Manager and Social Services Director to sign the <br />Memorandum of Understanding pursuant to North Carolina General Statute 108A -74 and to <br />sign any related amendments to the Memorandum and that DSS and Child Support Directors <br />write a letter through the Manager's office and direct it to the state Health and human services <br />to express their concerns. <br />VOTE: 6 -1 (Commissioner Rich) <br />e. Memorandum of Understandina with Town of Hillsborouah and Contract for <br />Design, Permitting, & Construction Administration for Orange County — Town of <br />Hillsborough Fiber Optic Network <br />The Board will: <br />1) review the draft Memorandum of Understanding (MOU) with the Town of Hillsborough <br />regarding the Hillsborough Fiber Optic Network project, which includes payment <br />arrangements, roles and responsibilities for Orange County and the Town of <br />Hillsborough; <br />2) approve and authorize the Manager to sign the MOU based upon final review by staff <br />and the County Attorney; <br />3) review the contract for the design, engineering and construction management for an <br />Orange County -Town of Hillsborough Fiber Project Design and Engineering contract <br />with Columbia Telecommunications Company (CTC); and <br />4) contingent upon final approval and signature of the MOU with the Town of <br />Hillsborough, approve and authorize the Manager to sign the contract with CTC in the <br />amount of $383,688 for the Orange County -Town of Hillsborough Fiber Optic <br />Network project. <br />Jim Northup presented this item: <br />BACKGROUND: Orange County Information Technologies and the Town of Hillsborough, <br />along with Orange County's Finance and Asset Management Services teams, sought qualified <br />firms to provide fiber design, engineering services, and construction administration for the <br />connection of Orange County and the Town of Hillsborough's facilities. By expanding the scope <br />of the Orange County Fiber Project Phase 1 to include the Town of Hillsborough scope, <br />economies of scale were achieved. <br />Orange County and the Town of Hillsborough are collaborating on a joint fiber optic network <br />project to connect respective facilities. Hillsborough is the county seat of Orange County and as <br />such, the two governments share Hillsborough's downtown. Many Hillsborough and Orange <br />County facilities are also located in close proximity to each other and potentially share a <br />common route for fiber. It is recommended that Orange County and the Town of Hillsborough <br />collaborate on the design and build out of the respective fiber networks to take advantage of <br />economies of scale. <br />
