The property is a part of the Town's park site, <br />adjacent to the park and ride lot, and was purchased with park band money. The bond fund <br />must be reimbursed for property purchased with band money that is not used for park and <br />recreation purposes. The proposed site would enhance the availability of drop-off recycling <br />services in southern Orange County, as the closest recycling center to Southern Village is <br />located at University Mall. <br />Following the survey, the Solid Waste Department will prepare a purchase recommendation for <br />the Board's consideration. The Town of Chapel Hill paid $23,000/acre for the property. If the <br />Board of County Commissioners approve the purchase of the approximate'/~ acre site, the cost <br />is expected to be about $13,000 (the amount budgeted for FY 2000-01). The actual cost of the <br />site will be determined once the property is surveyed. Staff recommends that the site be <br />constructed within the next two years, with funds for construction of the site to be appropriated <br />in the next two fiscal years. <br />FINANCIAL IMPACT: At this time, staff estimates expenditure of approximately $7,000 far the <br />survey. A separate and subsequent decision on purchase of the property from the Town of <br />Chapel Hill would be brought back for the Board's subsequent consideration. Adequate funds <br />for the surveying activity are available in the Solid Waste/Landfill Operations Enterprise Fund <br />budget far FY 2000-01. <br />
