Farm Bill, from page 1 Lawmakers authorized spending $1.517 billion on the Conservation Reserve Pro- gram, to up enrollment to 39.2 million acres. Under the program, landowners are paid to convert working farmland to a less intensive use by planting grass, trees, etc., to conserve and improve soil, water and wildlife habitat. Congress created a $254 million Grass- land Reserve Program to use long -term rental contracts, permanent easements and restoration funding to conserve 2 million acres of grassland, rangeland and pasture- land, beginning in 2003. The Wildlife Habitat Enhancement Pro- gram received an authorization of $360 mil- lion through 2007 for cost -share payments to landowners to develop upland and wetland wildlife, threatened and endangered species, and fish and wildlife habitat. Lawmakers replaced the forestry and stewardship incentive programs with a $100 million Forest Land Enhancement Program.
