Courd y .tension De
rector
Subject: Drought Situation in Orange County
This is to update you on the present drought situation in Orange County and the effect it is
having on the farming community. Following are bullets that list what has taken place in Orange
County as a result of the drought.
• Drought situation in Orange County as of July 24, 2002, compiled by Karen McAdams,
Agricultural Extension Agent.
• On June 25, 2002 at 2:00 p.m. a County Emergency Board Meeting was held in the Foods
Lab of the Agricultural and Planning Building. (Attached: Meeting announcement, agenda
and minutes of meeting,)
• A copy of the USDA Situation Report that was forwarded to the state office of the Farm
Service Agency. This report shows the estimated crop loss in Orange County.
• A news release which includes Orange County with fifty -eight other counties as primary
disaster areas.
• A copy of the Disaster Assistance Program and the procedures necessary to apply for
Emergency Loan Assistance (EM).
• A copy of the Drought Emergency Measures used as a guide for administering the program
through the Farm Service Agency.
The local Farm Service Agency is working closely with farmers who are interested in applying
for emergency assistance. Few farmers are taking advantage of these programs because these are
loans that would have to be paid back.
One program that would benefit Orange County farmers is the Livestock Assistance Program
(LAP) which is not a loan. This money would help to offset the cost of purchasing feed and hay
used to feed livestock during the winter months. This program cannot be implemented at this
time because it is not yet available to the counties from the State Farm Service Agency.
cc: Gwen Harvey
Employment and program opportunities are offered to all people regardless of race, color, national origin, sex, age, or disability.
North Carolina State University, North Carolina A &T State University, U.S. Department of Agriculture, and local governments c000eratinn
