TRACT S <br />Grants for sustainable forestry. The Na- <br />tional Commission on Science for Sustain- <br />able Forestry (202 / 530 -5810, ncssf.org) is <br />soliciting proposals for 10 grants up to <br />$250,000 each for research on the relation- <br />ship between biodiversity and forest <br />management. The Doris Duke Charitable <br />Foundation, Surdna Foundation, Packard <br />Foundation and National Forest Foundation <br />are funding the commission, which launched <br />the five -year, $7.5 million project in January. <br />It aims to improve the scientific basis for the <br />development, implementation and evalua- <br />tion of sustainable forestry practices in the <br />United States. The commission is conducted <br />under the auspices of the National Council <br />for Science and the Environment (202 / 530- <br />5810, NCSEonline.org), a nonprofit group <br />working to improve the science behind envi- <br />ronmental decision - making. "Our number <br />one charge is to conduct the highest priority, <br />objective, non - advocacy research on <br />biodiversity and sustainable forestry that is <br />most relevant to improving management <br />practices in the next five years," said John <br />Gordon, commission chair and former pro- <br />fessor at the Yale School of Forestry and <br />Environmental Studies. <br />COMMON GROUND VOL. 13 NO. 1 JANUARY —MARCH 2uur- <br />Backers of Oregon's model growth manage- <br />ment law await a critical state Supreme <br />Court decision regarding the legality of a <br />property rights measure that, if put into <br />place, could decimate the 28- year -old law. <br />Measure 7, approved by voters in November <br />2000, requires that landowners get paid for <br />any drop in land value stemming from most <br />state or local regulations. The state of Oregon <br />estimated the measure could cost $5.4 billion <br />a year, equivalent to the state's annual gen- <br />eral fund budget. A trial court judge invali- <br />dated the measure in February 2001 on <br />constitutional grounds, and the state Su- <br />preme Court heard arguments on appeal in <br />September. A decision is expected as early <br />as February. The growth management law <br />requires 241 Oregon cities to draw urban <br />growth boundaries to rein in development <br />and limits 25.5 million acres to farm and for- <br />est use. By one estimate, farmers and forest <br />land owners have received $3.5 billion since <br />1973 in compensation through property tax <br />reductions. Their land is taxed at a special as- <br />sessment rate that is much lower than even <br />farm use value, let alone development value. <br />No matter what the high court decides, vot- <br />ers will likely revisit the issue this fall. <br />Oregon's Measure <br />7 requires that <br />landowners get <br />paid for any drop <br />in land value <br />stemming from <br />most state or local <br />regulations. <br />The Conservation Fund would like to thank the following recent contributors <br />to the COMMON GROUND Research Fund: <br />David H.
