02 <br />Draft MINUTES <br />AGRICULTURAL PRESERVATION BOARD <br />February 20, 2002 <br />PRESENT: Whit Morrow, Bob Strayhorn, Marty Mandell, Tony Kleese, Rodney <br />Recor, Environment & Resource Conservation Director David <br />Stancil, ERCD Preservation Planner Tina Moon, and Carol Melton. <br />Guests present: Barry Jacobs, Helen Strayhorn. <br />ABSENT: Elizabeth Walters, Louise Tate, Noah Ranells, Charles Thompson <br />ITEM #1: CALL TO ORDER <br />Morrow called the meeting to order at 7:30 p.m., thanked everyone for coming <br />and asked if anyone had new additions or items for consideration to add to the <br />agenda. <br />Stancil added item e. — other staff updates, and asked the board to hear Gordon <br />Warren's ideas on the voluntary agricultural districts (VAD) program. All present <br />approved of the additions. <br />ITEM #2: CONSIDERATION OF ADDITIONS TO AGENDA <br />ITEM #3: APPROVAL OF MINUTES December 19, 20011 <br />MOTION: Recor made motion to approve the December 19th, 2001 minutes. <br />Seconded by Strayhorn. <br />VOTE: Unanimous. <br />ITEM #4: ITEMS FOR DISCUSSION <br />a. Subcommittee Report — Letter re: Blackwood Farm <br />Morrow congratulated the County Commissioners on the addition of the <br />Blackwood Farm to the county's land trust. The APB discussed a draft letter to <br />the Board of County Commissioners regarding their interest in the Blackwood <br />property and their request to participate in the planning process, as appropriate. <br />Stancil reminded the APB that a subcommittee was created at the December <br />meeting to work on this letter from the ideas and suggestions made at the <br />November and December meetings. Further discussions included the <br />interpretations of low impact recreation - -how mountain biking, horseback riding, <br />and ball fields are a different from low impact recreation. Stancil clarified that in <br />the Parks Report that active recreation includes playing fields, picnic shelters — <br />
