18 <br />County of Orange, Agricultural Preservation Board Rules of Procedure (amended September 7, 1999) <br />7 TPnrnre. <br />a. Each member shall serve a term of three (3) years, except that the <br />initial Board is to consist of two (2) appointees for terms of two (2) <br />years, two (2) appointees for terms of three (3) years, and three (3) <br />appointees for terms of four (4) years. <br />b. Thereafter, all appointments are to be for terms of three (3) years, with <br />reappointments permitted. <br />c. Notwithstanding the term limits contained in this section, District <br />representatives may be appointed and re- appointed as necessary to <br />insure that each District is represented as provided in Section B. Lb of <br />the Orange County VFPPO. <br />3. Chair <br />The Chair shall preside at all meetings and public hearings, make <br />committee appointments, and decide all points of order and procedure <br />subject to these rules unless directed otherwise by a majority of the Board <br />in session at that time. The Chair shall have the right to vote but shall not <br />have the right to break a tie vote in which he or she participated. <br />4. Vice Chair <br />The Vice Chair shall serve as acting Chair in the absence of the Chair and <br />at such time have all the powers, duties, and voting rights as the Chair. <br />5. S ecretary <br />The Orange County Environment and Resource Conservation Director <br />shall serve as Secretary to the Board. The Secretary, or his/her designee, <br />subject to the direction of the Chair and Board shall keep all records, shall <br />conduct all correspondence of the Board, and shall generally supervise the <br />clerical work of the Board. The Secretary, or designee, shall keep the <br />minutes of every meeting of the Board. The minutes shall show the record <br />of all important facts pertaining to each meeting, every resolution acted <br />upon by the board and all votes of the Board members upon any <br />recommendation, resolution or upon the final determination of any <br />questions before the Board, indicating the names of members absent or <br />failing to vote. <br />6. Election of Officers <br />The Chair and Vice Chair shall be elected annually at the Board's meeting <br />in February. The Chair and Vice Chair shall serve terms of one (1) year <br />and shall be eligible for re- election. They shall be eligible to succeed <br />themselves for not more than three (3) years. A majority of members <br />present shall be necessary to elect officers. <br />
