17 <br />County of Orange, Agricultural Preservation Board Rules of Procedure (amended September 7, 1999) <br />ORANGE COUNTY AGRICULTURAL PRESERVATION BOARD <br />RULES OF PROCEDURE <br />ARTICLE I — INTRODUCTION <br />A. Purpose <br />To establish procedures for organizing the business of the Orange County <br />Agricultural Preservation Board, hereafter referred to as the Board, in executing <br />its duties and responsibilities. <br />B. General <br />The Board shall be governed by the terms of the Voluntary Farmland Preservation <br />Program Ordinance and by the terms of Article 61 of Chapter 106 of the N.C. <br />General Statutes, Section 106 -735 et. Seq. as they may be amended or revised and <br />by these rules to the extent that they do not conflict with the law. For procedures <br />not covered by these rules, the Commission shall follow the rules contained in <br />Roberts Rules of Order, Revised. <br />ARTICLE II - OFFICERS <br />A. Membership <br />The Board shall be composed initially of seven (7) members, plus one member <br />for each District created and existing under the Orange County Voluntary <br />Farmland Preservation Program Ordinance (VFPPO), all appointed by the Board <br />of County Commissioners. Additional appointments may be made to satisfy the <br />requirements of Section W.B. Lb of the VFPPO. <br />1, Membership Requirements <br />a. Each Board member shall be a resident of Orange County. <br />b. Each District existing pursuant to this ordinance shall be represented <br />on the Board by a person owning farmland in the district. The Board <br />of County Commissioners shall appoint the District representatives <br />and shall make its selection of a representative from each District from <br />among those owning farmland in the District. <br />c. The remaining members of the Board shall be appointed at -large by <br />the Board of County Commissioners to represent a broad range of <br />agricultural interests. <br />1 <br />
