Tony Dalton said that in every1 . area of human services there are <br />areas of excellence as well as areas that could be viewed as failures. <br />For instance, we know that at -risk children need to be nurtured all the <br />way through their development and not just in t n e_ __ early years ,,7ith <br />tiia Head-Start program. <br />Sue Russell mentioned she has helped many hulmian services agencies <br />apply for funding through Smart Start. As a result of that work, it <br />has become clear that hu:r..Mn service pro�ri dens do not think like <br />business people. They do not think about outcomes in measurable ways. <br />They do not articulate strategies for reaching outcomes. T xis is a. <br />skill that can and must be learned. Human Services providers need to <br />change their thinking and behavior. <br />Tony Dalton mentioned that outcomes can b e articulated for h'Liill n <br />services. Providers can learn how to identify those outcomes and then <br />reach them. Many of the outcomes are already occurring and <br />professionals do not know how to track and report on them,. <br />Phil Cook mentioned that the cc.-,._T:ryun.ity reeds to dete- r-rdne the <br />desired outcome and that human service providers can then achieve them. <br />It is important that the com=nity first articulate what is desired. <br />Tony Dalton suggested hosting a Forum to discuss the shift which <br />is occurring in how we think about providinq services and how providers <br />can implement changes effectively. This would help to clarify where we <br />are headed and plan for that future. It would be the responsibility of <br />the provider to show that it is working. <br />A presentation on the posi Live potential of .less government- <br />involvement could be included in Che morning presentations. The <br />afternoon session could shift to how to articulate and measure <br />outcomes. Community involvement and collaboration in the outcomes <br />would pull in the themes from last year. <br />The term "outcome based (CCB" has come under a great deal of <br />attack and it would be helpful to use another 7,7ord. <br />Howard Lee, David Price, Bill Friday and Chancellor Hooker, or <br />his wife, were all suggested as possible presenters. <br />Bev Foster indicated that th <br />potential participants at least 6 <br />group needs to meet several times <br />plans, finalize the questions for <br />facilitators.
