Appendix E
ORANGE COUNTY PLANNING AND INSPECTIONS
ANALYSIS OF TRANSITION AREAS
Introduction
The following analysis has been conducted to determine the development
potential of the County's 10 and 20 year Transition Areas that are adjacent to
Hillsborough and Mebane /Efland. The Chapel Hill and Carrboro Transition Areas
are jointly planned and not included in this analysis.
Developed vs. Undeveloped Acreage
The County's Geographic Information System (GIS) was used to identify
developed property using parcel data from Land Records. Specifically,
properties less than 3.0 acres that contained a structure, with a tax value greater
than $10,000, are assumed developed (Properties larger than 3.0 acres in the
Transition Areas could potentially subdivide and therefore have additional
development potential). All remaining properties, not meeting the preceding
criteria, have been considered undeveloped.
Table 1 indicates that approximately 73% of the total acreage within the
Hillsborough Transition Areas is undeveloped while approximately 80% is
undeveloped within the Mebane /Efland Transition Areas.
Table 1
Orange County Transition Areas
D to ed Versus Undeveloped Acreage
eve p
Transition Areas 10 & 20 Yr.
ED :ve loped
Undeveloped
Acres
%Undeveloped
Total Acres
re s
Mebane /Efland
613
2,424
79.8%
3,037
Hillsborough
776
2,101
73.0%
2,877
Mebane /Efland & Hillsborough
1,389
4,525
76.5%
5,914
Source: Orange County Planning and Inspections and Orange Uounty Lanu hxecoi ua
Chart 1 provides an illustration of the data provided above.
Maps 1 and 2 show developed lands within the Mebane /Efland and Hillsborough
Transition Areas, respectively.
WComprehensive Planning Div \TAltieri \land use element \OC HLSB UTA Task Force \Draft Report\Appendix E 020105.doc
