Elementary Minority Student Achievement <br />In both districts, minority student achievement for Blacks and Hispanics seriously <br />lags behind achievement for White students. As seen in Table 16, both districts appear to <br />have made substantial progress from 2002 -2003 to 2003 -2004 in addressing these <br />disparities, such that they decreased the achievement gap, particularly for Black students <br />in four of the CHCCS and two of the OCS schools, as well as for Hispanic students in three <br />CHCCS schools and four of the OCS schools. <br />Further observation of data in Table 16 highlights within district differences as <br />measured in elementary school achievement results. While overall results generally tell a <br />story of achievement growth for each group of students from 2002 -2003 to 2003 -2004, <br />there are areas of concern for students who score lower than peers at other schools, and <br />below White students at all schools in each district. In CHCCS, scores for Hispanic <br />students at Carrboro, Frank Porter Graham and Scroggs, Black students at Estes Hills, and <br />Black and Hispanic students at McDougle Elementary point to students who are still <br />struggling. In OCS, scores for Black students at Central and New Hope, Hispanic students <br />at Grady Brown, and Black and Hispanic students at Efland Cheeks also merit continued <br />scrutiny. <br />Table 16.
