English as a Second Language (ESL) Students <br />The higher proportion of Hispanic and Asian students for CHCCS probably <br />contributes to the much higher proportion of ESL students shown in Table 9. Overall, <br />CHCCS have more than three times the numbers of ESL students than OCS. ESL students <br />` <br />are identified as those whose primarily language is other than English. Limited English <br />Proficient" (LEP) students are a sub -group within the ESL category. <br />Table 9. This translates into 17.1% for <br />OCS as compared with 11% for CHCCS. For both CHCCS and OCS students with learning <br />disabilities, speech and language difficulties, and other health impairments are the most <br />common classifications. Table 11, which follows, shows that of all special needs students, <br />43% of OCS and 42% of CHCCS are classified as Learning Disabled. <br />CHCCS /OCS Final Report . 18 <br />
