OCS, in support of the district's philosophy that lower class size would help serve <br />students better, wrote a plan to add five teaching positions in 2003 -2004 in order to lower <br />class sizes for elementary students. This effort is reflected in Table 5, which shows that <br />OCS averaged 18 students in grades K -2 (following state teacher - student ratio guidelines of <br />1:18 for K -2) as compared with 21 for CHCCS students. This also is true for grades 3 -5 with <br />20 students for OCS and 23 for CHCCS. For middle schools, grades 6 -8, this trend is <br />reversed with 20 for CHCCS and 24 for OCS. <br />Table 5.
