Also of note is that the CHCCS elementary <br />schools are much closer to capacity than the OCS elementary schools. Even with the <br />addition of Rashkis Elementary School, the only school in the CHCCS that is not close to <br />capacity, the data demonstrate at the elementary level that OCS is not operating at the <br />same capacity levels as CHCCS. <br />Table 4.
