1 <br />SUMMARY NOTES 1 ORANGE COUNTY PLANNING BOARD 2 JULY 2, 2014 3 <br />ORDINANCE REVIEW COMMITTEE 4 <br /> 5 <br />NOTE: A quorum is not required for Ordinance Review Committee meetings. 6 <br /> 7 MEMBERS PRESENT: Peter Hallenbeck (Chair), Cheeks Township Representative; Lisa Stuckey, Chapel Hill Township 8 <br />Representative; Paul Guthrie, At-Large, Chapel Hill Township; Tony Blake, Bingham Township Representative; Laura 9 <br />Nicholson, Eno Township Representative; Bryant Warren, Hillsborough Township Representative; 10 <br /> 11 12 STAFF PRESENT: Craig Benedict, Planning Director; Michael Harvey, Current Planning Supervisor; Perdita Holtz, Planning 13 <br />Systems Coordinator; Tina Love, Administrative Assistant II 14 <br /> 15 <br /> 16 AGENDA ITEM 1: CALL TO ORDER AND ROLL CALL 17 <br /> 18 19 AGENDA ITEM 2: UNIFIED DEVELOPMENT ORDINANCE (UDO) TEXT AMENDMENTS – NEIGHBORHOOD INFORMATION MEETING 20 <br />FOR SPECIAL USE PERMITS 21 <br /> To review and comment upon proposed revisions to the UDO to require that a neighborhood 22 <br />information meeting be held at least 30 days prior to the public hearing for a Class A or Class B Special 23 <br />Use Permit. 24 <br /> Presenter: Michael Harvey, Current Planning Supervisor 25 <br /> 26 Michael Harvey: Reviewed abstract. 27 <br /> 28 <br />Paul Guthrie: Based on the fact that the Commissioners asked you to do this, do you have any inherent questions 29 <br />about whether or not this is a problem? 30 <br /> 31 <br />Michael Harvey: It’s going to increase the timeline for the process. 32 <br /> 33 <br />Paul Guthrie: And aside from that, is it going to increase costs? 34 <br /> 35 <br />Michael Harvey: The applicant will bear the cost. We’ll have to build it into the process. 36 <br /> 37 <br />Tony Blake: This is specific to telecommunication towers? 38 <br /> 39 <br />Paul Guthrie: Based on the fact that the Commissioners asked you to do this, do you have any inherent questions 40 <br />about whether or not this is a problem? 41 <br /> 42 <br />Michael Harvey: It’s all Special Use Permits Class A or Class B. Remember the County has two processes; Class 43 <br />B is reviewed by the Board of Adjustment and Class A is reviewed by the elected officials. 44 <br /> 45 <br />Paul Guthrie: Who would chair that meeting? 46 <br /> 47 <br />Michael Harvey: Staff chairs the neighborhood meeting. We present the rough overview of the project, we explain 48 <br />the process. 49 <br /> 50 <br />Paul Guthrie: The chair/staff would have the responsibility to essentially say the information is not sufficient that it 51 <br />needs to be, what you just said. 52 <br /> 53
