Article 5: Uses <br /> Section 5.6: Standards for Commercial Service Uses <br /> <br /> <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 5-59 <br /> <br />(iii) For Class II Kennels developed within the EDE-2 zoning district, <br />all buildings, structures, dog runs, pens, or exercise yards in <br />which animals are housed or exercised shall observe the <br />principal setbacks established within Section 3.7 of the UDO in <br />those instances where the property abuts other EDE-2 zoned <br />property and US Highway 70. <br />(c) Any kennel, including primary enclosures or runs, which is not wholly <br />enclosed within a building shall be enclosed by a security fence at least <br />six feet in height. <br />(d) The site plan shows parking, access areas and screening devices for all <br />buildings and animal boarding facilities existing or proposed for the <br />property. <br />(e) The site plan shall be reviewed by the Orange County Animal Services <br />Department, and found in conformance with the Animal Control <br />Ordinance. <br />(f) Building plans for all kennel facilities shall be reviewed and approved by <br />the Orange County Animal Services Department prior to issuance of any <br />building permits. <br />(g) All proposed signage shall comply with dimensional requirements as set <br />forth within Section 6.12. <br />(h) A Class II Kennel Permit shall be obtained from Orange County Animal <br />Services within the first 30 days of occupancy. Failure to obtain and <br />maintain a valid Class II Kennel Permit or other related permits which <br />may be required by the USDA or Wildlife Resources Commission will <br />result in revocation of the Special Use Permit. <br />5.6.8 Short Term Rental Small – Host Occupied121 <br />(A) Use Standards122 <br />(1) Shall be served by either direct access onto a State maintained road or legal <br />access to a public road by way of a recorded easement. <br />(2) Short Term Rental Small uses are considered to be residential land uses and <br />shall be permitted within all protected and critical Watershed Protection Overlay <br />Districts as detailed in Section 4.2 of this Ordinance. <br />(3) Allowed as more than 1 principal use if location on a bona fide farm. Refer to <br />Section 6.2.5 of this Ordinance. <br />(B) Submittal Requirements123 <br />(1) In addition to the information required by Section 2.5 of this Ordinance, the <br />following information shall be provided on the site plan: <br />(a) Location, width, and type of all internal vehicular and pedestrian <br />circulation, and parking requirements. <br />(b) Location and dimensions of all on site signage. <br />(c) Boundaries of the site. <br />(d) Location of well and septic system. <br /> <br />121 A Short Term Rental Small – Host Occupied is consistent with what new now classify as a Rural Guest  <br />Establishment Bed and Breakfast.  <br />122 These are existing use standards for a Bed and Breakfast.  <br />123 Submittal standards are consistent with the requirements for a Bed and Breakfast as detailed in Section 5.6.6 of  <br />the UDO.  <br /> 81
