Harvey, Planner III (919) 245-2597 <br />Craig Benedict, Director (919) 245-2575 <br /> <br />PURPOSE: To review and comment upon government-initiated Unified Development Ordinance <br />(UDO) text amendments modifying maximum allowable acreage, and permitted uses within, the <br />Home Park Conditional Zoning District (HP-CZD). <br /> <br />BACKGROUND: The County has begun investigating opportunities to develop affordable <br />housing units on County owned property. <br /> <br />Staff was tasked with reviewing the development of a Home Park on 77 acres of property off <br />Millhouse Road, owned by the County, currently slated for development as a park. <br /> <br />Current regulations limit Home Parks to a maximum allowable area of 50 acres. Staff is <br />recommending increasing the maximum allowable land area that can be zoned for development <br />of a Home Park. Further, staff has determined parks and government facilities are not listed as <br />permitted uses of property within the HP-CZD. If the properties were rezoned, other uses such <br />as a public park could not be developed. The proposed amendment will address this issue by <br />allowing for the development of parks and government facilities within the District. <br /> <br />For more information please refer to Attachment 1. <br /> <br />FINANCIAL IMPACT: Consideration and approval will not create the need for additional funding <br />for the provision of County services. Existing staff, included in the Departmental staffing budget, <br />will accomplish the work required to process this amendment. <br /> <br />RECOMMENDATION(S): Planning staff recommends the ORC review and comment upon the <br />proposed amendments to the UDO. <br /> <br /> <br /> 34
