Article 10: Definitions <br /> Section 10.1: Definitions <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 10-58 <br /> <br />The practice of preparing and preserving the skins of animals and of stuffing and mounting them in lifelike <br />form. <br /> <br />Technical Bulletin and Technical Fact Sheet <br />A FEMA publication that provides guidance concerning the building performance standards of the NFIP, <br />which are contained in Title 44 of the U.S. Code of Federal Regulations at Section 60.3. The bulletins and <br />fact sheets are intended for use primarily by State and local officials responsible for interpreting and <br />enforcing NFIP regulations and by members of the development community, such as design <br />professionals and builders. New bulletins, as well as updates of existing bulletins, are issued periodically <br />as needed. The bulletins do not create regulations; rather they provide specific guidance for complying <br />with the minimum requirements of existing NFIP regulations. <br /> <br />It should be noted that Technical Bulletins and Technical Fact Sheets provide guidance on the minimum <br />requirements of the NFIP regulations. State or community requirements that exceed those of the NFIP <br />take precedence. Design professionals should contact the community officials to determine whether more <br />restrictive State or local regulations apply to the building or site in question. All applicable standards of the <br />State or local building code must also be met for any building in a flood hazard area. <br />Telecommunication Facilities, Accessory Use <br />A use incidental to, subordinate to, and subservient to the principal use of the property. As defined in this <br />section an accessory use is a secondary use. <br />Telecommunication Facilities, Antenna <br />A system of electrical conductor communications equipment that transmits and/or receives <br />electromagnetic radio signals used in the provision of all types of wireless communications services. <br />Telecommunication Facilities, Applicant <br />Any wireless service provider or wireless support structure owner submitting an application for a wireless <br />facility. <br />Telecommunication Facilities, Application <br />A formal request, containing all necessary and required documentation, submitted to Orange County to <br />construct or modify a wireless support structure or a wireless facility. <br />Telecommunication Facilities, Base Station <br />A station at a specific site authorized to communicate with mobile stations, generally consisting of radio <br />receivers, antennas, coaxial cables, power supplies, and other associated electronics. <br />Telecommunication Facilities, Building Code <br />The most recently adopted or amended edition of the North Carolina State Building Code. <br />Telecommunication Facilities, Building permit <br />An official Orange County administrative authorization to begin construction consistent with the provisions <br />of N.C.G.S. 153A-357. <br />Telecommunication Facilities, Collocation <br />The placement or installation of wireless facilities on existing structures, including electrical transmission <br />towers, water towers, buildings, and other structures capable of structurally supporting the attachment of <br />wireless facilities in compliance with applicable codes. <br />Telecommunication Facilities, Commercial Impracticability or Commercially <br />Impracticable <br />The inability to perform an act on terms that are reasonable in commerce, the cause or occurrence of <br />which could not have been reasonably anticipated or foreseen and that jeopardizes the financial efficacy <br />of the project.
