Article 6: Development Standards <br /> Section 6.6: Additional Standards for Overlay Districts <br /> <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 6-21 <br /> <br />(3) All new construction or substantial improvements shall be constructed by <br />methods and practices that minimize flood damages. <br />(4) Electrical, heating, ventilation, plumbing, air conditioning equipment, and other <br />service facilities shall be designed and/or located so as to prevent water from <br />entering or accumulating within the components during conditions of flooding. <br />These include but are not limited to HVAC equipment, water softener units, <br />bath/kitchen fixtures, ductwork, electric meter panels/boxes, utility/cable boxes, <br />appliances (washers, dryers, refrigerator, etc.), hot water heaters, and electric <br />outlets/switches. <br />(5) All new and replacement water supply systems shall be designed to minimize or <br />eliminate infiltration of floodwaters into the system. <br />(6) New and replacement sanitary sewage systems shall be designed to minimize or <br />eliminate infiltration of floodwaters into the systems and discharges from the <br />systems into floodwaters. <br />(7) On-site waste disposal systems shall be located and constructed to avoid <br />impairment to them or contamination from them during flooding. <br />(8) Any alteration, repair, reconstruction, or improvements to a structure, which <br />complies with the provisions of this Ordinance, shall meet the requirements of <br />“new construction” as contained in this Ordinance. <br />(9) Unless reviewed and approved in accordance with the provisions in Article 2 and <br />Article 5 for Class A Special Use Permits, new solid waste disposal facilities, <br />hazardous waste management facilities, salvage yards, and chemical storage <br />facilities shall not be permitted in SFHAs. <br />(10) Fuel and Chemical Storage <br />(a) With the exception of structures or tanks used for chemical and/or fuel <br />storage incidental and necessary to the daily operations of a water <br />treatment plant or wastewater treatment facility, the storage of the <br />following chemicals and compounds shall be prohibited within SFHAs: <br />(i) Acetone, <br />(ii) Ammonia, <br />(iii) Benzene, <br />(iv) Calcium carbide, <br />(v) Carbon disulfide, <br />(vi) Celluloid, <br />(vii) Chlorine, <br />(viii) Hydrochloric acid, <br />(ix) Prussic acid, <br />(x) Magnesium, <br />(xi) Nitric acid, <br />(xii) Oxides of nitrogen, <br />(xiii) Phosphorus, <br />(xiv) Potassium, <br />(xv) Sodium, <br />(xvi) Sulfur, <br />(xvii) Acetylene gas, <br /> 54
