<br />Economic Development Activity Node
<br />Land in Transition areas of the County which has been specifically targeted for economic development
<br />activity consisting of light industrial, distribution, flex space, office, and service/retail uses. Such areas are
<br />located adjacent to interstate and major arterial highways, and subject to special design criteria and
<br />performance standards. Flex space typically includes one-story buildings designed, constructed, and
<br />marketed as suitable for use as offices but able to accommodate other uses; e.g., warehouse, showroom,
<br />manufacturing assembly or similar operations.
<br />Efficiency Apartment
<br />An additional dwelling unit accessory to a single family residence meeting the development criteria
<br />outlined within this Ordinance.
<br />Elevated Building
<br />A non-basement building, which has its reference level raised above ground level by foundation walls,
<br />shear walls, posts, piers, pilings, or columns with openings sufficient to facilitate automatic equalization of
<br />hydrostatic flood forces on exterior walls by allowing entry and exit of floodwaters and the unimpeded
<br />movement of floodwaters.
<br />Encroachment
<br />The advance or infringement of uses, fill, excavation, buildings, permanent structures or development into
<br />a floodplain, which may impede ore alter the flow capacity of a floodplain.
<br />Engineered (or Structural) Stormwater Controls
<br />A structural Best Management Practice (BMP) used to reduce non-point source pollution to receiving
<br />waters in order to achieve water quality protection goals. (See also Best Management Practices and
<br />Detention Pond) (Unless otherwise specified, “BMP”, when used in this Ordinance, refers to structural
<br />BMPs.)
<br />Environmental Document
<br />An EA, EIS, or FONSI, or all of them.
<br />Environmentally Sensitive Areas
<br />Land which is subject to special natural environmental conditions such as flooding that present significant
<br />constraints to built development.
<br />Equestrian Center
<br />A facility designed and intended for the display of equestrian skills and the hosting of events including, but
<br />not limited to, show jumping, dressage, rodeos, general horse/mule shows, and similar equestrian
<br />disciplines. Events may be larger scale, such as horse shows expected to generate more than 80 traffic
<br />trips per day, and may be held more frequently than once per month. A commercial stable may be
<br />included on the site.
<br />Existing Construction
<br />Structures for which, the “start of construction” commenced before March 16, 1981. This term may also
<br />be referred to as “existing structures.”
<br />Existing manufactured home park or manufactured home subdivision
<br />A manufactured home park or subdivision for which, for flood damage prevention purposes, the
<br />construction of facilities for servicing the lots on which the manufactured homes are to be affixed
<br />(including, at a minimum, the installation of utilities, the construction of streets, and either final site
<br />grading or the pouring of concrete pads) completed before March 16, 1981.
<br />Extraction of Earth Products
<br />The process of removal of natural deposits of mineral ores, soils or other solids, liquid or gaseous matter
<br />from their original location. It does not include any processing of such material,including beyond
