Article 10: Definitions <br /> Section 10.1: Definitions <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 10-4 <br /> <br />Assembly/Packaging Operation <br />Assembly and packaging of merchandise for distribution by mail or carrier. <br />Auditorium <br />A place of assembly to watch and/or to hear athletic events, musical performances, dramatic or dance <br />performances, speeches and/or ceremonies. The term is intended to include such uses as stadiums, <br />coliseums, athletic centers, theaters and arenas. <br />Automotive/Transportation Use Type Category <br />A land use category including industries, services, and activities associated with the provision of <br />transportation services, as well as related support activities, for rail, water, and roadway transport. This <br />category does not include activities associated with air transportation such as airports/heliports (public or <br />private). <br />Bed and Breakfast Inn <br />See “Rural Guest Establishments.” <br />Base flood <br />The flood having a 1% chance of being equaled or exceeded in any given year. It is often referred to as <br />the 100-year flood. <br />Base flood elevation (BFE) <br />A determination as published in the Flood Insurance Study of the water surface elevations of the base <br />flood. This elevation, when combined with the “Freeboard” (see definition) establishes the “Regulatory <br />Flood Protection” (see definition) elevation. <br />Basement <br />Any area of the building having its floor sub grade (below ground level) on all sides. <br />Best Management Practices (BMPs) <br />A structural or non-structural management-based practice used singularly or in combination to reduce <br />non-point source pollution to receiving waters in order to achieve water quality protection goals. (See <br />also, Detention Pond and Engineered Stormwater Controls) (Unless otherwise specified, “BMP”, when <br />used in this Ordinance, refers to structural BMPs.) <br />Biosolids <br />Solid, semi-solid, or liquid residue (sewage sludge) generated during primary, secondary or advanced <br />wastewater treatment processes of domestic sewage that is treated to state and/or federal standards for <br />beneficial use (such as land application as fertilizer). <br />Buffer <br />A screening device used to moderate the adverse impacts of one land use upon another. Buffers may <br />include walls, hedges, landscaped areas, berms, additional setbacks, or combinations of the above. <br />Buffer, Stormwater <br />A natural or vegetated area through which stormwater runoff flows in a diffuse manner so that the runoff <br />does not become channelized and which provides for infiltration of the runoff and filtering of pollutants. <br />Building Definitions <br />(See Structure, Structural Alterations, Mobile Home, Recreational Vehicle.) <br />Building Height <br />The vertical distance measured from the mean elevation of the proposed or completed finished grade at <br />the front of the building to the highest point of the roof for flat roofs, to the deck lines of mansard roofs, <br />and to the mean height between eaves and ridge for gable, hip and gambrel roofs. <br /> 179
