Article 5: Uses <br /> Section 5.16: Standards for Medical Uses <br /> <br /> <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 5-148 <br /> <br />(1) The display of vehicles outdoors shall be limited to 45 vehicles per acre of <br />property. <br />5.15.2 Parking As Principal Use, Surface or Structure <br />(A) General Standards <br />(1) The use shall be allowed as a permitted use of property when associated with a <br />local or regional transportation goal such as mass transit or park and ride.52 <br />(2) A formal non-residential site plan application, as detailed in Section 2.5 of this <br />Ordinance, shall be required for submittal. <br />5.15.3 Automotive/Transportation Uses Not Listed53 <br />(A) Standards of Evaluation <br />(1) Minimum lot size of 2 acres shall be required. <br />(2) No land use activity of any kind shall be located within 50 feet of a property line. <br />(3) A Type C land use buffer, as detailed in Section 6.8.6 of the Ordinance, shall be <br />installed/maintained along all property lines. <br />SECTION 5.16: STANDARDS FOR MEDICAL USES <br />5.16.1 Health Services <br />(A) Standards for the LC-1, NC-2, CC-3, EC-5, EDB-1, EDE-2, EDH-1, and EDH-2 Zoning <br />Districts <br />(1) Shall not exceed 10,000 square feet of floor area. <br />(2) Shall not involve on-site laboratory and/or on-site diagnostic services. <br />5.16.2 Mental Health and Substance Abuse Centers <br />(A) Submittal Requirements <br />(1) In addition to the information required under Section 2.7of this Ordinance, the <br />following shall be submitted as part of the application: <br />(a) Evidence the minimum licensing requirements for the State of North <br />Carolina, including any required Certificate of Need, have been satisfied. <br />(B) Standards of Evaluation <br />(1) Shall not be located within 1,000 feet of an existing Mental Health and/or <br />Substance Abuse Center. <br />(2) Property shall have frontage and obtain access from a roadway directly <br />maintained by, or constructed to, North Carolina Department of Transportation <br />public road standards <br />(3) Facility, including any outdoor activity areas, shall be setback a minimum of 100 <br />feet from all property lines. <br />(4) All outdoor activity areas shall be enclosed by a fence a minimum of 10 feet in <br />height. <br />(5) The facility, including outdoor activity areas, shall be required to install a Type D <br /> <br />52 This is existing language currently contained in the EDD permitted use table we are recommending becoming  <br />applicable to all general zoning districts.  <br />53 In those instances where a land use may not be expressly listed/contained in the UDO staff is recommending  <br />they be allowed through the review of a Class A Special Use Permit and processed accordingly.   <br /> 160
