Article 5: Uses <br /> Section 5.6: Standards for Commercial SERVICE Uses <br /> <br /> <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 5-52 <br /> <br />(3) Outdoor storage for bulk goods shall be limited to 1,500 square feet per acre of <br />the zoning lot. <br />(4) Rental of garden equipment and materials shall be permitted. <br />5.6.45.6.7 Junkyards/Salvage Yards18 <br />(A) Standards for Class A Special Use Permit <br />(1) Submittal Requirements – <br />In addition to the information required by Section 2.7, the following information <br />shall be supplied as part of the application for approval of this use: <br />(a) Detailed plans and specifications for the site screening proposed. <br />(b) Description of type and number of motorized machines to be employed <br />upon site. <br />(c) Indicate on the site plan the extent of area to be used for the storage of <br />junked or wrecked motor vehicles <br />(2) Standards for of Evaluation - <br />(a) The site shall be screened from adjacent property by a minimum of an <br />eight foot high solid fence or equal, uninterrupted located along the <br />property line except for required vehicle access points.19 <br />(a)(b) A Type D Land Use Buffer shall be installed outside of the fenced area in <br />accordance with the provisions of Section 6.8.6 of this Ordinance.20 <br />(c) No materials shall be stored closer than 50 feet to the public right of way <br />or 30 feet to the property lines. <br />(b)(d) No crushing and/or dismantling of vehicles shall occur within 100 feet of <br />any property line.21 <br />(c)(e) Documentation shall be provided outlining the proposed collection, <br />storage, and disposal of vehicle fluids (i.e. oil, gas, lubricants, anti- <br />freeze, etc.) and that said plan complies with applicable local, State, and <br />Federal regulations. <br />(d)(f) Site is of adequate size to protect adjacent properties from adverse <br />effects of the junkyard. <br />5.6.55.6.8 Kennels (Class II) <br />(A) Standards for Class B Special Use Permit <br />(1) Submittal Requirements – <br />In addition to the information required by Section 2.7, the following information <br />shall be supplied as part of the application for approval of this use: <br />(a) Plans for all kennels, exercise yards, dog runs, pens and related <br />improvements, including signage. <br /> <br />18 Staff is adding the term ‘Salvage’ yard to ensure consistency with the merged tables of permitted land uses.  <br />19 Eliminating unnecessary and confusing language.  <br />20 Staff has received numerous suggestions over the years that a land use buffer should also be required for  <br />junk/salvage yards.  We are recommending adding language requiring same.  <br />21 Many of the complaints we have received over the years involved the noise generated by the  <br />dismantling/crushing of vehicles near external property boundaries.  Staff is recommending adding language to  <br />address.  <br /> 129
