With respect to the NAICS code staff has <br />identified the following potential benefits and constraints: <br />Benefits: Constraints: <br />• The UDO, most notably the <br />Hillsborough Economic <br />Development Districts, already <br />utilizes the standard. <br /> <br />• NAICS only addresses non- <br />residential land use activities and <br />does not address other <br />categories (i.e. residential). <br /> <br />• NAICS provides a detailed list of <br />non-residential land use <br />activities, assisting the County <br />address the specifics of Byrd. <br /> <br />• The list, while detailed, can <br />create confusion for users. <br /> <br />• The system provides a detailed <br />definitional framework on what <br />each land use or ‘sector’ is <br />intended to allow and can be <br />used by the County for reference <br />purposes. <br /> <br />• There is no flexibility with NAICS. <br />After conferring with the County’s <br />Attorney Office if we are utilizing <br />the code’s hierarchical and <br />definitional framework we will <br />need to reference individual land <br />use ‘sector’ numbers and <br />references within the UDO. <br /> • The NAICS code is subject to <br />periodic change/update. If we <br />are referencing a specific version <br />in the UDO, updates may be <br />necessary to ensure consistency. <br /> <br />Staff began investigating the use of the Land Based Classification Standards (LBCS) <br />as prepared by the American Planning Association (APA). Similar to NACIS, the <br />LBCS model seeks to integrate various land uses into central categories and provide <br />a detailed list of various activities. <br />The model extends the notion of classifying land uses by refining traditional <br />categories into multiple dimensions, namely: <br />a. Activities - the actual use of land based on its observable <br />characteristics, <br />b. Functions - refers to the economic function or type of establishment <br />using the land, <br />c. Structure - the type of structure or building on the land, <br />d. Site - refers to the overall physical development character of the land, <br />and <br />e. Ownership - the relationship between the use and its land rights. <br />For the purposes of this review, staff has incorporated the ‘Activities’ code(s) into the <br />UDO serving as the table of permitted uses as contained in Attachment 2.
